Why Routine Monitoring is Your Most Powerful Tool for Assessing Program Effectiveness

We need to invest more in routine monitoring. I mean effective routine monitoring. 

Imagine this: you write an excellent proposal, secure millions to implement a program for five years, and it is only at the end of the program that you ask, ‘Was this program effective?’ 

What is program effectiveness anyway? 

The OECD’s DAC (Development Assistance Committee) defines program effectiveness as

the extent to which a program achieves, or is expected to achieve, its objectives and results, considering any differential outcomes across different groups

In simpler terms, it asks: “Is the intervention achieving its objectives?

But do we have to wait until the end to know if the objectives were met? 

Well, you have a point there, sir, but see that second part in the definition, “or is expected to achieve?”. You don’t have to wait until the end – you can start looking for signs if you are on the right track based on your logical pathway. 

So, let me speak with my MEL Colleagues now. Here are 5 reasons why effective routine monitoring is your best bet if you are seeking to use M&E for learning and adaptation. 

Why Routine Monitoring Matters?

Routine monitoring often doesn’t get the attention it deserves in the MEL world. 

It’s sometimes overshadowed by the more high-profile evaluations or the rigor of impact studies. 

But when it comes to the day-to-day realities of adaptive management and ensuring we do more good than harm, monitoring is where the magic happens.

Here are five reasons why routine monitoring should be your best friend as an M&E professional, especially if you care about operationalizing the L in MEL:

1. Monitoring is the only activity that is continuously ongoing.

While evaluations occur at discrete points (midline, endline, etc.), monitoring takes place daily, weekly, or monthly, depending on your system. It’s your most consistent window into how a program is performing.

✅ Tip for MEL professionals:

Embed yourself in program review meetings. Even if you’re observing at first, it’ll help you understand how routinely collected data (like indicator progress or service delivery numbers) is interpreted and used.

2. If your monitoring data quality is poor, everything else that relies on it is at risk.

Let’s be honest: bad data = bad decisions. If you’re pulling inaccurate or inconsistent data into evaluations, reports, or dashboards, you’ll likely get misleading insights. Monitoring systems that aren’t set up with data quality assurance in mind often become the weakest link in the MEL chain.

✅ What you can do:

Start by reviewing your program’s data quality dimensions: accuracy, timeliness, completeness, and consistency. Conducting simple data quality checks, such as “spot audits” or a quick monthly review of a sample of field forms, can surface systemic issues.

3. Program decisions are made every day, and monitoring data should inform them.

Program teams are constantly making choices: should we scale an activity, shift resources, or engage a different partner? These decisions shouldn’t be based solely on intuition or anecdote. Monitoring data, if well-presented and discussed, can guide real-time or near-real-time decisions.

✅ Tip:

If your team isn’t using monitoring data to inform decisions, ask yourself why. Is the data too slow, too complex, or not clearly visualized? Work on improving accessibility, even simple Excel dashboards can go a long way in making data decision-ready.

4. Monitoring data and outputs are better understood by program teams than complex evaluation methodologies.

Monitoring data is more accessible to the average program manager, officer, or field staff. It’s a great entry point for building a culture of data use, because team members are more likely to engage with data they understand.

You don’t need to be an expert in randomized control trials or quasi-experimental designs to understand that 50 out of 100 planned trainings were delivered or that participant satisfaction dropped by 20% last quarter.

✅ Your role:

As an M&E professional, facilitate conversations that bring this data to life. Ask probing questions. Encourage feedback loops. This builds collective ownership of results and ultimately accountability.

5. Monitoring helps you identify problems early.

Imagine waiting until midline to find out your activities are causing unintended harm or missing the mark. By then, it may be too late to rectify the situation, or worse, the harm may already be done.

Monitoring is your early warning system. Whether it’s spotting a drop in participation, a decline in satisfaction, or implementation delays, timely monitoring helps you course-correct before small issues become big problems.

  • Great Piece. More so, the first part of the OECD definition on program effectiveness is worded as “the extent to which a program achieves”.

    This signifies a progressive endeavor in measurement and therefore underscores the point that you are trying to put forth. So, I totally agree to the fact that MEAL systems have to be built in a way that prioritizes routine monitoring of projects and programs.
