Dr. Julian Bagyendera – Representative Civil Society

Dr. Julian K Bagyendera is an M&E, Project Management, and Gender Specialist with over 29 years of work experience evaluating complex programs using a Theory of Change approach and using OECD/DAC and UNEG evaluation principles and criteria, and feminist evaluation approaches. She has conducted assignments in various technical areas, including HIV/AIDS, health system strengthening, population, reproductive health, malaria, climate change, agriculture, socio-economic strengthening, social protection and inclusion, education, gender mainstreaming and integration, human and child rights, Orphans and other Vulnerable Children (OVC), governance, advocacy, private/public partnerships, capacity building and community development, digital economy, hospitality and creatives. Experienced in managing complex programs with multiple implementers and funding agencies, particularly the World Bank, GEF, UNRCO, Global Fund, UNDP, UNICEF, UNHCR, UNAIDS (Geneva and Uganda), UNFPA, UN Women, UNEP (Eastern and Southern Africa), WHO, USAID, Mastercard Foundation Canada, CDC, EU, AFDB/ACCF, DFID, DANIDA, Makerere School of Public Health, Uganda AIDS Commission, and Danish Aid. She has international experience working in Uganda, South Africa, Kenya, Tanzania, Rwanda, P.R. China, Ethiopia, Liberia, Malawi, Côte d’Ivoire, Burundi, DR Congo, Ghana, Mozambique, Nigeria, Senegal, Egypt, South Sudan, Sudan, U.S.A, Thailand, Netherlands, and Canada. 

She holds a Doctor of Philosophy Degree in Project Management, a Master’s Degree in Business Administration (MBA), and a Bachelor’s degree in Social Sciences.
