Noeline Gwokyalya is a Technical Monitoring Officer at Uganda’s Ministry of Finance, Planning and Economic Development, with over 13 years of experience in programme monitoring, public policy analysis, and evaluations. Specializing in gender, equity, social inclusion, and human rights, she supports the Human Capital Development Programme, particularly the Gender and Social Protection and Labour and Employment Services subprogrammes . Additionally, Noeline serves as the General Secretary of the Uganda Evaluation Association and is a member of the African Gender and Development Network.
