Sylvia Ninsiima is a skilled Monitoring, Evaluation, Accountability, and Learning (MEAL) professional with over 10 years of experience supporting health systems strengthening and social protection programs, primarily within Uganda. She currently serves as the MEAL Advisor at the Infectious Diseases Institute (IDI), where she leads performance monitoring, learning, and data quality initiatives for the US-funded Orphans and Vulnerable Children (OVC) Inter-Regional Activity, which operates across three regions of the Country.
My expertise includes designing and implementing robust monitoring and evaluation (M&E) frameworks, leading capacity-building initiatives at community, facility, district, and national levels, and ensuring compliance with donor reporting standards. I have a strong technical interest in digital data systems, data analytics, and the integration of data science into health programming. Recently, I have broadened my knowledge through specialized training in climate-health linkages and gender and equity programming, enhancing my ability to support resilience-building efforts among vulnerable populations and refugee communities.
With a strong background in public health, data use for decision-making, market research, and stakeholder collaboration, Sylvia is passionate about transforming data into actionable insights that improve systems, inform policy, and the wider audience. She holds an MSc in Development Economics and a BSc in Statistics and Computer Science.
